The Human Resources Division of the Village of Addison is seeking candidates to fill one (1) vacancy for the at-will, FLSA-exempt, full-time position of Civil Engineer 1 in the Community Development Department. Under the direction of the Village Engineer, this entry-level engineer will perform civil engineering duties related to the planning, design, review, and inspection of private engineering improvements and public infrastructure projects.
Responsibilities include assisting with the design, review, approval, and construction management of small-scale projects or specific areas within larger projects, as well as addressing general tasks as assigned. Work will be reviewed by the Village Engineer or their designee and must adhere to established codes and procedures. This role requires a high level of attention to detail for complex tasks.
This position entails working 37.5 hours per week, Monday through Friday, between 8:00 AM and 5:00 PM. Additional time may be required to fulfill job responsibilities beyond the standard workday or workweek.
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Assist in designing, preparing, and reviewing plans and cost estimates for roadways (alignments, profiles, drainage, street-lights, curbs and gutters), storm-sewers, sanitary-sewers, water-mains, stormwater management (detention facilities, water quality features, sediment and erosion controls), restoration, and other projects.
- Provide troubleshooting, construction management, inspection, and field measurement/quantity take-offs for ongoing projects, including documentation and report preparation.
- Review and issue moderately complex permits for private residential, industrial, and commercial site improvements.
- Conduct drainage and traffic investigations and studies to determine corrective actions for drainage and traffic issues.
- Participate in workshops, workgroups, and committees on stormwater management, water quality issues, hazard mitigation, and more.
- Maintain continuing Engineering education credits by attending various webinars, seminars, and conferences and participate in other training as required or necessary.
- Research and review plats, legal descriptions, easements, subdivisions, permits, storm-water management and wetland reports, traffic studies, and engineering plans.
- Set up level, transit, and GPS surveying instruments; act as rod-person and/or chain-person; stake out construction locations and grades for drainage, utility, and roadway projects and related permits.
- Design and draft moderately complex engineering projects using AutoCAD, Civil3D, and other relevant software.
- Review and update storm-sewer, water-main, sanitary-sewer, street-lighting, traffic-signal, and other improvements in atlases to conform to “As-Built” conditions.
- Address the general public's complaints regarding division services, implementing corrective measures, including legal action, and communicate complaint disposition professionally and courteously.
- Apply PROWAG and ADA requirements to project designs and plan reviews.
Requirements
At a minimum the ideal candidate will
- Possess a Bachelor of Science Degree in Civil Engineering from an accredited college or university with a minimum GPA of 2.9 on a 4.0 scale;
- Have passed the Fundamentals of Engineering Exam and be registered as an Engineering Intern (E.I.);
- Possess a minimum of six (6) months of on-the-job or volunteer work experience is required; two (2) years of on-the-job experience in civil engineering highly desired;
- Have the ability to pass a personal interview, physical and drug screen when applicable;
- Possess working knowledge of office equipment and computer operating systems (i.e., Apple iOS, Microsoft Windows OS, Microsoft Office, G-Suite, AutoCAD, ArcView, and Bluebeam Revu);
- Have the ability to read, write, speak, understand, and respond in English at college degree levels;
- Possess a valid Illinois Driver’s License Class ‘D’ free from incidence that may result in license revocation or suspension.
Salary and Benefits
The salary range for this position is $87,276 – $120,811 and plus a very competitive benefits package. The maximum pay for this position is within the top 25% of pay for comparable positions in 13 communities around the Village of Addison.
- If an employee’s performance is satisfactory, eligible employees will receive an annual, general-wage-adjustment of approximately between 2.0% - 3% in 2025, and an annual merit increase of 3% until they reach the maximum step in their grade; that’s a 5-6% increase in pay within a year of hire.
- Employees can choose from three (3) medical plans with Blue Cross/Blue Shield, dental insurance with Delta Dental and vision insurance with VSP. They also have an option of participating in over six (6) voluntary benefit plans.
- Employees who choose the high deductible health plan/health savings account pay nothing for insurance coverage for themselves and eligible dependents. Further, participants in the the high deductible health plan will have their health savings accounts funded by the Village of Addison at: $3,900 for single coverage; $5,900 for employee + 1 coverage, and $7,800 for family coverage on an annual basis.
- Full-time employees receive two (2) times their annual salary in life insurance at no cost.
