Position Overview
The Illinois Department of Natural Resources is seeking to hire a Floodplain Manager for The Office of Water Resources. This position will implement and evaluate policies and procedures and recommend modifications, speak before various groups to explain technical issues and interpret program philosophy and requirements, provide technical assistance to local officials, insurance agents, lenders, realtors, businesses, and citizens regarding various aspects on the NFIP. The Office of Water Resource is responsible for regulating activities within or adjacent to Illinois rivers, lakes and streams; administering the state floodplain/floodway mapping; allocating and monitoring water use from Lake Michigan; coordinating the National Flood Insurance Program; and administering the nonstructural flood mitigation program. Essential Functions
- Under general direction, organizes, plans, executes, controls, and evaluates the National Flood Insurance Program (NFIP) coordination in the state with emphasis on the major metropolitan area of the six northeastern Illinois counties.
- Serves as NFIP liaison with various state and non-state agencies.
- Determines priorities for floodplain studies based on evaluation of changing hydrologic and land use conditions.
- Develops educational material for the NFIP program.
- Assists mitigation program manager with the review, prioritization, administration, and completion of mitigation projects in the NE area.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Requirements
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires two years of responsible administrative experience in a public or business organization.
- Requires a Certified Floodplain Manager (CFM) license.
Preferred Qualifications
- Two (2) years of experience working with floodplain management regulations (local or state).
- Two (2) years of experience in public speaking.
- Two (2) years of experience organizing and prioritizing workload and operate in an independent atmosphere.
- Two (2) years of experience using strong oral and written communications skills.
- Two (2) years of experience reading and interpreting maps and other graphic and tabular data such as hydrologic studies.
- Two (2) years of experience utilizing spreadsheet computer programs.
- Two (2) years of experience working with local governments in the 6 county Chicagoland Area (Cook, DuPage, Kane, Lake, McHenry, and Will counties).
