Position Overview

This position performs highly technical civil engineering duties of a professional nature, advises management regarding hydrologic, hydraulic, economic flood damage assessment, and structural analysis computer models, travels through the state to make field investigations, communicates safety practices, participates in engineering and computer training programs and develops and assists with the presentation of study and project results to superiors and the general public.

Essential Functions

1.Under genera direction, performs highly technical civil engineering duties of a professional nature:
• Performs and reviews engineering computations in support of projects involving such elements as flood control, drainage, water supply and demand, low flow augmentation, irrigation, stream bank protection, environmental restoration, and recreation analysis
• Computes such items as: channel discharges, river stages, watershed runoff, estimates of volumes and areas, estimates of cuts and fills and structural stress and strain analysis
• Prepares engineering report and advises management of findings
• Reviews and prepares construction plans, specifications and cost estimates for permit applications
• Analyze work for technical adequacy and presented to the Dam Safety Engineer for review

2.Advises management regarding hydrologic, hydraulic, economic flood damage assessment, and structural analysis computer models:
• Develops the selected models, and presents models and results to the Dam Safety Engineer for review 

 

3. Travels throughout the state to make field investigations:
• Collects data for assigned projects, including river stages, precipitation, high water information, previous computations, field site information, maps and other drawings


4. Communicates with various individuals on safety practices:
• Develops working relations with OWR employees, and other Departmental and non-Departmental contacts
• Complies with all Departmental safety rules, practices and policies and helps to ensure safety compliance by other co-workers


5. Participates in engineering and computer training programs which develop engineering and computer application expertise

 

6. Develops and assists with the presentation of study and project results to superiors and general public:
• Responds to public requests for information related to projects


7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated 

Requirements

Minimum Qualifications

1. Requires a bachelor’s degree in engineering from a college or university program accredited by the Accreditation Board for Engineering and Technology (ABET)
2. Requires three years of experience in civil or water resource engineering; or three years of experience in the Civil Engineer series

3. Possession of an Engineer Intern (EI) certification

Preferred Qualifications

1. Two (2) years of extensive knowledge of the principles and practices of civil or water resource engineering methods and techniques as related to the planning, construction, design, regulatory review, and maintenance of public works projects
2. Two (2) years of extensive knowledge of material testing procedures used in civil or water resource engineering
3.Two (2) years of experience monitoring and directing the work of contractors, work crews and members of various trades
4.Two (2) years of experience clearly and accurately presenting data in detailed technical reports for assigned projects
5. Two (2) years of experience producing technical engineering computations, to design difficult engineering projects, to complete engineering plans and to conduct engineering studies
6. Two (2) years of experience effectively use various engineering instruments and testing equipment
7. Two (2) years of experience complying with all agency rules, regulations, policies, and procedures
8. Two (2) years of experience establishing effective working relationships with agency staff and members of other professions or trades.
